Windows 10: Add-AppxPackage : Deployment failed with HRESULT: 0x80070005, Access is denied.

After trying to install microsoft store for hours this shows up :Any possable fixes,I've tried to reinstall winows and wsreset doesnt do anything troubleshooter shows no errorNOTHING SEEMS TO WORK

after this error I tried to enable firewall service by "Get-Service mpssvc | Set-Service -StartMode Automatic -PassThru | Start-Service"

but I get another error:
