    I've experienced this issue for quite a long while now, and I can't seem to find the fix for this.I am using a HP laptop with windows 10.1: Once opening settings, I go to Accounts> Other Users> Add Someone else To this PC, And I see this:I've tried various ways to fix this like uninstalling all antivirus software, and updating my computer to the latest version of windows. Nothing has changed, and it's STILL like this.2: There is also no "Family & Other users" Option on the menu...I'm not sure about this, but I think it is something related to adding other users.**Important Note** The

    Pinning .msc Items to "Start".

    I just typed gpedit.msc into the search box and when it showed in the results
    rightclick/ pin to start

    (running classic shell)

    Pinning .msc Items to "Start".

    Actually, step 2 is unnecessary (unless you really want to add it to your All app list too) . You can create a shortcut on the desktop, right-click on it and pin it to Start from there. When done you can delete the desktop shortcut without affecting the pinned tile on Start.
