Windows 10 pin to taskbar or start menu option missing

Alternative way is "add new toolbar".

    First Unlock the taskbar.

Right click Taskbar, click Toolbars-> New Toolbars

Select a folder where you place all the 'denied' shortcut.

After some tweak your new toolbar will show icons like other pinned Apps.

but it won't work like pinned item in Taskbar

I don't understand why they(MS) can't make pinning regular App work. When I migrate from Window7 they kept all the pinned Apps, but when I try same App on fresh system it don't show the option. It's not like the Taskbar doesn't work
    with those unpinnable Apps.

    Hello Richard, *Smile

I see the same thing with the Desktop toolbar. I suppose Microsoft didn't update it since the Control Panel is eventually going to be phased out for Settings.

My ASUS laptop has integrated intel graphics, and does not have that empty file above admin tools, so maybe it's a NVIDIA thing, and not Microsoft.

No problem, it might just be a symbolic link for NVIDIA control panel, that actually should be hidden, and isn't(because it can be accessed from Ncpl itself.

I'm thinking that dead shortcut is a defunct link to Action Center as it no longer exists but the code is still lingering somewhere in the system.

Just odd my laptop doesn't have it, that's why my hypothesis above, but if you don't have NVIDIA, well then the hypothesis is wrong.

Add Toolbars to Taskbar in Windows 10

I just checked my insider VM, and the blank file is there.
And a VM, being a OS version of a hardware/bare metal parasite(and if setup a parasitic symbiont), it doesn't have or need anything from NVIDIA to use my card, sooooooo...
    the puzzle goes on*Sad
