Windows 10: "adding family member" option not working

Discus and support "adding family member" option not working in User Accounts and Family Safety to solve the problem; so I try add a second family member on this pc...clicked to sign into your Microsoft account, window opens..but it just keeps loading. whats wrong...     so I try add a second family member on this pc...clicked to sign into your Microsoft account, window opens..but it just keeps loading. whats wrong

    Can't add another user account on Win10 Pro

    I have recently updated my PC from Win 8.1 to Win 10. I am trying to add another account (a family member) but I am getting a message "We can't connect to Microsoft family at the moment, so your family on this device might not be up to date". Whenever
    I attempt to add a family member I am getting a message that "Something went wrong"! I tried adding using the other option "Add someone else to this PC" and I am getting the same message! Please help. Thanks.

    When I go to the Accounts page under Settings, there's no option for Family & other users. There's "Your account," "Sign-in options," "Work access," "Sync your settings," but no "Family & other users." I'm trying to add a family member account, and I
    can't figure out how to do it.

    "adding family member" option not working

    I was getting the same when I tried this out of curiosity a few days ago. Today I get the 'Just a moment' for 15-20s, then a prompt for details. And yes, signed in with a MS live id.
