Windows 10: Additional Mouse Settings would not open

I tried opening the hyperlink found in settings that says "Additional Mouse Settings" but it wouldn't work. I also tried going to Control Panel to open the dialog box from there but it wouldn't open.

Why are videos now opening with a single mouse click?

There's also a setting to INTENTIONALLY have items in Explorer open with one click. I gave it a try for kicks and never went back. It requires you to re-learn how you open much of anything, but once you've got it -- it makes things much faster.

• Click Windows key + R, then type main.cpl.
• This command will open the Mouse Properties, under Pointers you can revert your mouse settings to
  Windows Default. Click OK to save changes.
