Windows 10: Admin p.w required for windows 10 Recovery start up repair

Apparently I have forgotten the admin. pw for my win. 10 laptop. It wouldn’t boot but to the splash screen hourglass and then die, after a few times of that I did a C-A-Delete before the hourglass started and it came back with a ‘wait a minute screen’. Then the Blue ‘Recovery’ it looks like windows didn’t load correctly screen is displayed. Apparently to take any action I must have the admin pw. All the search’s for finding/changing the pw I have found involve using windows to change or whatever to effect the solution. Since I can’t access windows I’m stuck.

First starting my Windows 10 computer, the previous ID and/or P/W is no longer required

In the recent past, starting Windows 10 always required my ID or p/w--that is what I want again.

When the computer went to sleep or i closed the computer, it always requires my ID or p/w.

Now, for some reason, on the start alone, no ID or p/w is required while at the same time once the computer is running and then goes to sleep or I close the lid, it WILL require my ID or p/w--ONLY when the computer FIRST STARTS UP does this ID or p/w feature
not work!!

Can you provide the solution to this very frustrating and NEW problem with Windows 10??

Sign in without p/w issue

Did a clean install of Windows 10 and updated it to the version shown.
Trying to eliminate the need for p/w at sign in, I ran netplwiz as I have always done.

Top USER ACCOUNTS is from the Install I've been upgrading for a long time
Bottom USER ACCOUNTS is from today's clean install on another machine

There is no:
"Users must enter a user name and password to use this computer" to uncheck
in the clean install
I have never seen this before and can't by pass the sign in p/w step

Any suggestions greatly appreciated
