Settings can't be opened using the built-in administrator account


Hello,
Unfortunately I have the same issue as Dabz from upgrading win7 to win10.
I've tried opening settings using all the suggested methods and it will not load using my account with Administrator access nor the built-in Administrator profile. I also tried other methods not listed such as using Run. Control panel is just a stepping stone to add users in Settings.
I'm also having explorer.exe issues, which I believe is preventing Settings from loading.
Using cmd (Admin) I successfully created a new user profile [and granted admin access also using cmd (Admin)], however win10 will not allow this account to log on. win10 does not list this new user within control panel but it does in the start menu. win10 will not allow to log in or switch to the new account via the start menu either.
I can access settings in Safe Mode but this will not allow me to create a new account.
Any help/suggestions will be greatly appreciated.

All administrator accounts accidentally deleted in my Microsoft Account & User Access Control is enabled

Windows 10 (the recent download) is installed now. I deleted ALL of my administrator accounts using My Microsoft Account's change accounts/password feature - not realizing what I was doing. I am left as a "Guest" with zero control over significant changes.
I have no password for any administrative account that now works. In addition, user account control is enabled, which is the ultimate killer. As a result of the fact that user account control was activated, any use of command com (e.g., net user) to change
or activate the administrator account, change password, add account, etc. results in "Access Denied" and the "Error 5" messages in the command com window. I can see the listed user accounts in the command com window, list their attributes but nothing about
the accounts can be changed, due to access control being activated. Nothing can be changed in windows or on the command line! I have no installation disk or thumb drive to use to reinstall Windows 10, as I downloaded Windows 10. Any suggestions for an idiot
like me? I do have a DVD with Ubuntu 14.1. Might booting from Ubuntu be a means of disabling the user account control, etc via manipulation of the sethc file?

 

Local Disk C: Access Denied

I made another Local Account but i cant make it Full Administrator cause of Control Panel cant access too . Even Cmd(admin) cant operate . In local CMD i try to but the only say is System 5 Occured and Access Denied

I want to reformat but i want my windows10 genuine copy back Please help .
