Windows 10: Adobe Photoshop can't be installed error code 195. System Upgrade needed!

I have tried many times to install Adobe Photoshop 2021 but it was continually saying that my system needed upgrade/update even if I updated my system. It says that I have to check that SSE is 4.2 or later. I don't know what SSE really related with Adobe Photoshop. I just ask you what I should do on solving this error. By the way, the error code is 195, I think.Can you help me?

Adobe Photoshop hangs

Photoshop starts to load, then hangs on "Reading Text Global Resources... Done" The problem started on Windows 7, so I hoped that when I changed to Windows 10 the problem would stop, but it still persists. The latest version of Photoshop is not for sale,
only for a lease on a monthly payment, so I didn't go for this, as I don't uses it often enough.

Unable to install Adobe Photoshop due to error notices - need to upgrade to allow for installation

I am unable to install Adobe Photoshop due to lacks in my system. I keep getting error notices -

* Error at loading of ippCV library

* Photoshop requires SSE 4.2 or later to install.

*Your application is dynamically linked with Intel® IPP libraries, version 2020.0.1 (r0x35c5ec66).

No DLL from the list below (no list) is found on the system search path: ippcvm7.dll (for my PC).

Please provide a path to at least one of them.



I need to upgrade somehow to allow for installation of Photoshop! How do I fix these problems?
