Windows 10: Advanced File Manager app that can use a control list

I would be grateful if someone can help me identify a Windows10 application that will allow me to move files (not copy files) from various sub-folders over to a single destination folder using a control list file saved in a TXT or CSV format.

Additionally, I need the app to have the ability to drill down the "2018" folder shown below and search among all five 2018 sub-folders for filenames listed in the Control file list. For example, two file names in the Control List may be "1234.jpg" and "A1056.pdf". The app has a search capability advanced enough to find one file inside the "2018-02" folder and the other file inside the "2018-05". Once found the application then automatically moves (not copy) the files to the destination folder path shown below as well:

C:\MyData

C:\Important_Files

What Windows10 software application can perform such a file management operation using a Control List file? I realize this operation can probably be done using the Windows 10 Command Prompt Window but I find this approach not user friendly. I am looking for a GUI based solution that bypasses using complex commands. Thank you for your time.

Programs Missing From Control Panel List

I was able to get rid of XNVIEW by downloading it and using it's own uninstaller.
Have tried method suggested by Pyramid 10 with photoscape without success.
Can't figure out how to do what is asked.

or just open regedit and remove all the fileX from that key.

 

EMUI

Here's the steps to update EMUI 4.1.1 to 5.0 :

• Download the EMUI 5.0(desired version) .zip file, and unzip it.
• Place the .hwt file in the HWThemes folder from your phone.
• Using the Themes app, apply the new theme.
• Restart the phone, in order to see all the new changes.

And you’re done!
