Windows 10: Advanced Micro Devices, Inc. driver update for AMD Radeon HD 7400M Series

I have a Lenovo U400 laptop with dual built-in graphics cards Intel HD Graphics 3000 and AMD Radeon HD 7400M. After the Windows 10 system update in October 2018, the AMD driver has stopped my system from starting up This also occurs when I attempt to install the AMD software to control the graphics card. I have to uninstall it, in Safe Mode, in order to boot into Windows 10. This has effectively made this video card null. I have recently installed the latest Windows 10 update for this laptop and have had the new AMD Radeon HD 7400M series driver installed and I am still having this issue. Is there any solution to this problem? I would really appreciate it! The screenshots below show the display adapters, which are operating properly until I try to restart the pc or install AMD control software, and the system properties

This update has been trying (and failing) to install daily for over a month now. the additional information says:

"Advanced Micro Devices, Inc. driver update for ATI Mobility Radeon HD 4200 Series

"This driver was provided by Advanced Micro Devices, Inc. for support of ATI Mobility Radeon HD 4200 Series"

According to the AMD web site, they no longer support this video. It says that the driver for this device has been provided as a courtesy to Microsoft, and that you should use Windows Update to install the driver. To quote the AMD website:

ATI Radeon™ HD 4000/ATI Mobility Radeon™ HD 4000, ATI Radeon™ HD 3000/ATI Mobility Radeon™ HD 3000, and ATI Radeon™ HD 2000/ATI Mobility Radeon™ HD 2000 Series Graphics reached peak performance optimization in October, 2013.

No additional driver releases are planned for these products.

The last operating system supported using the AMD drivers was Microsoft Windows® 8 with the AMD Catalyst 13.1 driver package, which can be downloaded from the AMD Driver page :

Driver support for these products under Windows® 8.1 and Windows® 10 is only available via Windows Update. Please enable Windows Update to allow it to automatically detect and install display driver version 8.970.100.9001"

According to Device Manager, this is the driver version that is already installed on my system. Any suggestions about how to resolve this issue will be greatly appreciated.
