Windows 10: Advanced Power Plan Setting "Maximum Processor state" and "Minimum processor state" not...

SPECS:

Win 10 (obv)

i7 10700F

16GB 3000mhz

1660 Super

So I used to set my processor states to prevent overheating, as my processor runs at 4.6 ghz, and only a few games can get it beyond what I like in terms of temp (80c+ or 176f+), as it generally rests around 80c/174f when gaming. I've never used minimum processor state but from what I understand it isn't doing what its supposed to either (The % the CPU runs at when idle, not when gaming, I assume)

Anything I set my maximum state to changes nothing, and instead the only changes i'm able to make to my processor speed is through the minimum state setting. When doing this, anything I set it to that is below 100% will make it run at stock (2.7GHZ), and at 100% its full boar alternating around 4.6GHZ. I don't care about minimum, but its the only way for those games (particularly when i'm hosting a server on multiplayer building games) to not run at those temps.

My maximum however, does nothing at all anymore. I don't think an update messed it up, there was no update I was aware of around when it stopped working. I've done SFC /scannow, nothings corrupt.

On my laptop maximum works fine, and so does minimum. So I know they aren't doing what theyre supposed to do on my desktop. I've a sneaking suspicion that MSI afterburner messed something up as that was the only thing that a similar problem was said to be the problem by someone else, but I can't find anyone else with the same problem whos posted something about it-whos gotten a solution.

Any help is appreciated, and I have uninstalled MSI afterburner, the only app that may be interfering is Omen Gaming Hub with which I monitor my temps with.

Version 1607 is very old and is out of support. Is there a reason you have not updated?

i tried re installing windows, i tried updating drivers manually, i tried registry hacks none of them worked, and it causes cpu running at full speed all times (1607)
