Windows 10: Advanced Safety Windows Defender Firewall Outbound Rule was emptied

Everytime when I update my Windows 10, my Advanced Safety Windows Defender Firewall Outbound Rule will be emptied. I would have to rebuild these rules everytime when I open those softwares. Is there any ways to keep it?

Allowing an executable in the Firewall outbound rules (windows 10)

I would like to change firewall rules. I would like outbound connections to be blocked if not specifically allowed. I can do that by going into the advanced rules of the firewall. However when I do, I cannot allow PaleMoon portable in the outbound rules because, probably, it's just an executable not a real program (it doesn't appear in the program list of the control panel and the executable's name is Palemoon-Portable.exe).

I'd like to know if there is a way to allow this portable version of PaleMoon in the outbound rules of the firewall. I could allow Waterfox but not PaleMoon Portable which hasn't been installed. If I cannot, I'll stick with the default firewall rules to keep my portable version of PaleMoon running.

Is inbound and outbound rules the same as ports?

2.
The programs with the green button / activated, are they blocked or allowed by the firewall?
