Windows 10: Affinity for CPUs 6 and 7 being set automatically

For some reason, my computer is desperate to be a single core with SMT. For a while now, it has automatically set all or at least, all of the ones I have looked at processes to use CPUs 6 and 7, as observed using the "set affinity" setting in task manager. While I can manually switch it to all cores, I have to do that one-by-one for every program. Is there a way to make my computer NOT do that?


So far, I have tried reinstalling windows, but that did not solve the issue.
