Windows 10: After 24 days 12 hours, Windows Doesn't Shut off Monitor Fully--it Blinks On/Off/On

The monitor on my system is set to shut off after ten minutes. For the first 24 days since bootup, it works as it should. but as soon as the elapsed time reaches 24d, 12h, the monitor blinks on off on off once per second.

The CPU utilization shows spikes that correspond to the blinking, but stops when I wake the monitor.

I have fried one monitor backlight so far this year because of this switching.

Login screen starts off 12 hour time then changes to 24 hour after a few seconds. Why?

The lock screen starts off 12 hour time then changes to 24 hour after a few seconds?

Also when I hit a button it then displays the box to put in the pin. Is this right?

Thank you for posting in Microsoft Community.

To change the time format from 12 hour to 24 hour in Windows 10.

Follow the steps:

• Navigate to Control panel.
• In the category view of the control panel, click on the
  ‘Change date, time, or number formats’.
• Change the short time to HH:mm from the drop down.
• Press Apply to make the changes.
• Now your time format will change to 24 hour format.
