Windows 10: After bit locker repair loop, now getting 000098 BCD error - ideas to fix?

I have ho x360 envy running windows 11. Yesterday I suddenly saw bit locker screen. I entered key and the diagnostics/fixing loop just continued. So I chose skip disk. Then in recovery I disabled bit locker via terminal.At one point I could boot to recovery, and was trying to fix boot configuration using bcdboot commands. Though info online is quite confusing because apparently some of the commands don't even apply to UEFI boot. Kept getting access denied errors with bootrec /fixboot. And with DISM was getting parameter not valid with /online-image. Etc, etc. Uninstalled recent updates. Used s

Windows 10 and bit locker

I have a Dell Venue 8 pro tablet with windows 10. I am not too sure what happened but it is stuck in a diagnostic loop. I have tried to reinstall windows but have run into bit locker. I have not used bit locker not have I ever enabled it. I cannot
access the control panel to disable it, I have gone the bit locker recovery key routine and still am unable to get anywhere on reinstalling windows. Install is telling my that it cant use my c drive because of bit locker and to go into control panel to
disable it. I am also unable to perform any kind of repair. the message is that there is a problem and tells me nothing else, chkdsk shows errors but says the disk is write protected (?) . I am kinda stuck on this one

Bit locker won’t except any of the keys from my Microsoft account. What’s the next step to get it unlocked?
