Windows 10: After installing KB4495620 Cumulative Update for .NET Framework 3.5 and 4.8 full screen...

So all my games were running fine and then I did a Windows Update and got KB4495620. After rebooting. all my full screen games (Madden 19, Prey, Crackdown 3, etc.) are all stuttering and spiking the CPU. The Uninstall Update did not work. After the reboot, the update is still listed in the Uninstall Update portion of Control Panel but you cannot select Uninstall. Games from Xbox Game Pass (Crackdown 3), Steam (Prey), or Origin (Madden 19) have the same stuttering problem with choppy video and sound.


My setup:

Windows 10 Home 64-bit 1903 18362.10000

Alienware Aurora R7

i5-8400 2.8 GHz

RAM 16 GB

Nvidia GeForce GTX 1070 8 GB (Nvidia driver 26.21.14.3136 7/3/2019)

36 GB free space on 1 TB C: drive

Anti-virus: Malwarebytes Premium 3.7.1

Firewall: Comodo FW Free 12.0.0.6818

In regard to Microsoft .NET Framework 4 install problem

1. How did you uninstall the Microsoft .NET Framework 4?
2. From where are you trying to download the Microsoft .NET Framework 4?

Meanwhile, I suggest you to follow the below steps.
1. Press Windows + X, and select programs and features.

2. In the Programs and Features window, click Turn Windows features on or off.

3. Under Windows Features dialog, uncheck .NET Framework 4 and click Ok
when if prompt confirmation.

4. Reboot your PC.

5. Once you reach desktop screen, reopen the Windows Features dialog, and this time
enable the .NET Framework 4 checkbox, and click Ok.
