Windows 10: after recieving error 0xc0000221 computer boots after 'windows repair' and make pc unable...

like the initial question states the error 0xc0000221 occurred and since then i have been unable to launch most programs i can launch file explorer microsoft store and settings and that's all. i desperately need help and am considering a fresh install but want to know if this'll help or if i can repair it without it. please help me I'm losing my mind a little bit because I'm stumped. Startup repair couldn''t repair my pc BSOD error code 0xc0000221

I am getting a BSOD (Blue Screen Of Death) Startup repair couldn't repair my pc and when I tried to reset the pc wont repair the problems used all the troubleshooting tools which didn't work. Won't let me boot into safe mode. After I go though all the steps i get the screen Recovery Your PC/Device needs to be repaired. The header checksum for this file doesn't match the computed checksum Error code 0xc0000221. You will need recovery tools. If you don't have any installation media (like a disk or or USB device) contact your administrator (which is me). I downloaded a windows 10 iso file on a dvd. How would I be able to repair this? Could I boot into dvd and reinstall windows 10 with keeping my files, or use recovery tools?

computer is a dell inspiron 660 I have contacted dell with the error I have and they had believe it is a windows error as the trouble shooting steps for dell passed successfully.

windows photos wouldnt open and trouble shooting suggested I repair windows which I tried and then got the following error

Have tried all the recovery options in windows and keep getting the above error. Is there anything else I can try?

I suggest you check if you are able to boot into Windows Recovery Environment using installation media. Follow the steps provided below and check.

• • Insert the installation USB and boot Windows 10 from it.
  • In the ‘Windows setup’ page select the ‘language to install’, ‘Time and currency format’ and the ‘keyboard or input method’ and click on ‘next’.
  • Click on ‘Repair your computer’ and select ‘Troubleshoot’.

Check if you are able to boot to this window. If you are unable to boot to this window, I suggest you to contact the manufacturer and check.
