Windows 10: After restore point Windows isnt placing phones in File Explorer to access them

My computer started getting trouble so I set it to the restore point I made the day before. The issue went away but then when I connected my phones to transfer videos neither of them would appear in File Explorer. Usually they appear as D: or E: drive. When I connect a USB stick Windows has no issue putting it in Explorer right under the C: drive, so I know it isnt the USB port. In Devices & Printers either phone shows up as usual with its name and special icon. They start charging when I connect them and my computer makes the alert sound when I connect them. • Under General, next to “Open File Explorer to:” choose “This PC.”

Quick Access Crashes Explorer

Quick Access is a new feature in Windows 10 File Explorer navigation pane which helps users quickly navigate to locations which are frequently used. However, if you're having issues with Quick Access, you can try to disable and enable it. To disable Quick
Access, follow these steps:

• Type File Explorer Option in the search box.
• Click on File Explorer Options.
• Under General tab, choose This PC in the Open File Explorer to: drop down menu.
  
• Uncheck Show recently used files in Quick access and
  Show frequently use folders in Quick access.
• Click Apply an OK.
• Restart the computer and re-enable Quick access.

File explorer will not open on windows 10
