Windows 10: After system reset, how do I get past the 'Hi there' screen?

Stuck on 'Hi there' screen after a full system reset. After it finished, I get prompted with: "Hi there. Let's get a few basic things out of the way'' screen where it asks my country, language, time, etc. The problem is my keyboard & mouse DO NOT WORK so I can't click "Next". I've restarted my computer several times with no change. I tried using other mice and keyboards with no luck. I no longer have my OS disc. for Windows 10 Pro. My mouse and keyboard DOES work before I get to the setup screen. I created a Window Media USB and After going into recovery and diagnosing. It said it coul

CAN'T GET PAST LOCK SCREEN. PASSWORD RESET NUMEROUS TIMES!

I suggest you to try logging into safe mode and check if the issue persists.

  At the login screen click on the power symbol.

  Hold SHIFT + Click Restart.

  Click on Startup Settings.

PC Build Steps

Ok just because I like steps i am going to create some steps. Please give me the stamp of approval/disapproval

• Install system in case
  • Remember to connect SSD and optical to same SATA ports on motherboard
• Turn on PC
• setup HDD
• run blend test in prime95 for 30-60 min
  • run realtemp at the same time

• While in Prime95 test
  • if CPU goes above 70c in RealTemp, I have a leaky CPU
  • if my system locks up or blue screens, there is an instability in the system somewhere
  • if my system does not lock up or blue screen, my CPU is not damaged and I am in the clear!
