Windows 10: After the windows update on 07/11/2023 to my windows 10 Home version, VER 22H2 my Print...

When I click the start icon the first window opens and instead of it opening the program, as it used to do, it now just goes away? I tried deleting the program and re-installing it, but no help. I also tried running it in compatibility mode, but it did the same thing. can any one help?

• the above update is downloaded and tried to install in my hp pavilion laptop.
  
• the update is successfully downloaded while installing it is throwing an error says that error "Install error - 0x800f081f".
  
• how tp rectify it..

Why would an in-place Upgrade solve this problem? I did all the steps listed here but not the in-place update. The error I see in the Windows update window is "Download error - 0x8024401c" for 2023-03 Cumulative Update for Windows 11 Version 22H2 for x64-based Systems (KB5023706). Its been logging this error since 3/17/2023

Note that on 2/15 everything seemed fine:
