Windows 10: After update win 10 it keeps restart loop and cannot enter safe mode

Today, after I update win 10 it keep restart until now. I try to enter safe mode but fail. Please tell mehow to fix this problem.

Cannot Enter Safe Mode / Computer boots normally

I'm running Win 10 Pro 1903.

Here are the steps I have taken to get into safe mode: Start button, settings, update and security, recovery, advanced startup, troubleshoot, advanced options, startup settings, restart. The computer boots normally, not in safe mode. Any suggestions would be most helpful. Thanks in advance for your help and interest. .

 

Cannot enter safe mode

Hi, My Asus laptop is stuck in a startup repair loop while trying to fix error 0x80070091, I've tried following things:
Use this guide: Startup Repair Infinite Loop Recovery - Windows 7 Help Forums
Use the option 'reset this pc' and tried to use 'system recovery' but all to no avail.
While in this startup repair loop it also seems impossible to enter safe mode. (I've tried to enter safe mode pressing F5 from the startup settings screen). I guess using the tweaking repair program will solve this error (0x80070091) but obviously I have to enter safe mode first. Any suggestions?

Win 10 not updating in restart in safe mode

Windows 10 update problem. I had a problem repairing my laptop wireless connection so using "System Configuration" I set the start up Boot to "Safe Boot", I did not check Networking. I had no indication that an Update was downloading in the background
and it was probably version 1607. However, at this point I elected to restart using the Safe Mode. I was warned to not shut down and it was obvious the first stage of an update was being installed.Upon restarting in the Safe Mode. I opened Windows Updates
and it never finished probably because I was not connected to the Internet. My broadband cable was connected. I let the update try to finish for over 14 hours and all I could see was the dots moving from left to right but never completing. I have a Win
10 restore disk and can enter Advanced Options. The only option that worked was Command Prompt.When I click Start and enter System Configuration during this update nothing appears allowing me to change the boot to normal.

I need your help to either stop the update or maybe change the startup to Normal from Safe Boot or what ever you suggest.
