Windows 10: After waking up from Sleep mode, my screen brightness remains between 80 to 100%. Windows 10

Every time I wake my laptop back from sleep, the brightness is stuck at 80%. It would go higher till 100%. But it doesn't go down. Whatever level below 80 even 0% is 80%. The brightness slider is present. If I hit the reduce brightness key on keyboard at 0% then screen goes black. But it will remain at 80 once increased brightness. It's Windows 10.

I have tried uninstalling display drivers from Device Manager under Display Adapters. I also have downloaded the AMD latest driver software. I tried updating the drivers too in Device Manager.

Yes, brightness slider can move from 0% to 100% but the screen brightness is stack on 0%.

and it's very annoying, when I always must to restart the computer again to fix it...

how to fix this problem,..can someone help me?

Problem: about 80% of the time, my laptop won't wake up from sleep mode via keyboard press or mouse move/click. I seem to be missing many common features in power plan too, even after fresh Windows 10 install.

Troubleshooting Steps:

1. Reinstalled Windows 10 (clean)
2. Updated all drivers
3. Replicated on multiple Windows 10 versions, updates
4. BIOS latest version
5. No USB devices attached, ever. Only USB-C power and bluetooth mouse
6. Disabled "fast startup" in control panel
