After Windows 10 Anniversary Update can't read USB drives

the update was done on 30th Aug 2019. now my note book cant read USB drive

Please solve my problem

After Windows 10 Anniversary Update can't read USB drives

Failed to fix the issue; completed all steps, through a refresh. After completed Dism steps, plugging in USB drive resulted in blinking light on drive. After completed refresh (which worked this time after disabling all startup items, in addition to already
disabling non-MS services), Windows had the device install box in the Windows "taskbar," which appeared to complete. Plugged in USB drive, doesn't work, but Windows now makes both insert and remove USB sounds, where before I think it was only insert. The USB
light is now blinking, goes steady, and then goes dark. I know you can't do compatibility, but I could r/w these several USB drives that were formatted on Windows prior to 10. And I could read them on Windows 10 before the Anniversary Update. Such a regression
is noteworthy, right?

Attempted on two laptops post-Windows 10 Anniversary Update, via USB 2.0 ports:

- Inserted a Maxell 4GB USB drive, Windows mounts E: drive. Attempting to open drive in This PC, error message "Please insert a disk into (E. Drive listed in Device Manager. Disk shows up Disk Management, shows as 100% free, unallocated. USB drive functioned
with no problems directly prior to Anniversary Update.

- Inserted a SanDisk Cruzer Glide 16GB, displays in Device Manager. WIndows makes USB attached sound, but not listed in This PC. Disk Management sees drive as Disk 1, but sees it as 100% free, unallocated. Disk Manager shows entire drive space as grayed out.
USB drive functioned with no problems prior to Anniversary Update.

One generic 1GB USB 2.0 drive, shows up in Disk Manager, functions post-creating Simple Volume and format. Drive believed to have been properly formatted previously with Windows 7.

Edit: A Mushkin Prospector 2GB USB drive has been tested with both laptops without any problems occurring.

Windows 10 Anniversary Update Issues

Problems with W10 Anniv auto update:

Mom's: (x58 Xeon 5677) Windows Defender was not turned back on automatically (it was "on" in the 1511 edition) and she had a Trojan. Full system scan to eradicate.
Her Epson printer was knocked off, had to uninstall by Device Manager pull USB cable and reconnect cable. W10 did the rest.

Step-mom's: (HP pre built) Windows Defender not turned back on by default. Her USB Seagate Expansion Drive 2Tb was offline so all backup routines were halted. Had to rerun backup plan. Had her do a full virus scan.

Step-dad's: (Dell Optiplex tweaked upgrades) Windows Defender not turned back on by default. Full Scan.
