Windows 10: After Windows 11 24H2 update/upgrade, does Windows change a “Users” access to folders?

Hi, when I was trying to check on a “NotePad.exe” containing “IDP.Generic” problem, I found this folder access issue. A separate help request was created for that. So, the other day I did a Windows update and it downloaded and installed Windows 11 24H2. It took 8 hours to download and 24 hours to Install. After the update, I tried to open a “.txt” file with “NotePad.exe”. But I got an error msg and found out that Norton had Quarantined “NotePad.exe” because it contained IDP.Generic. As a part checking out this problem, I tried to open the folder where Norton said that NotePad.exe w

Hi all,
i would like to change user temp folder, becausze i can't install Nero. How to do that? I know how to change Windows temp folder, but not user.
