    I believe the root issue is here and I have tried at least 25 strategies to bring this problem to an end - but here is the screen shot that seems to make clear - the wireless communications are turned off grayed out and can't be switched on.

    Using WiFi in Airplane Mode

    I would like to use WiFi while cellular if off. Unfortunately when I put on airplane mode and switch on wifi, the airplane mode gets deactivated automatically. Is there any method to accomplish this except for physically removing the SIM card?

    How do I Disable Access to Airplane Mode Settings

    Thank you dalchina,

    This works works great for the Airplane mode option, but users can still enable/disable the WiFi and Cellular connection from the Quick actions panel.
