Windows 10: Alienware USB Problems

My brother's desktop is an aurora r5, and months after him getting it, about half of the USB ports on the back started to fail; some of them come back, some of them done, they do this do-si-do that's been running both of us ragged trying to figure out what the heck is causing it. I say its his motherboard failing and he needs it replaced, but the only way he can get that done is if he gets its warranty renewed

he wants to think its entirely software based, but I have done everything I can to "fix" it software wise (uninstall drivers, chkdsk /r /f /whatever other slash command im missing, repair installs of windows 10 home 64 bit, the whole shebang) and im at a loss. If he can use these USB ports for a limited amount of time but later on they start failing, is it indeed a hardware problem only solved by a motherboard replacement, or can the culprit be a software based issue?

Yes, his BIOS is indeed updated to his latest available version possible

Windows 10 1709 System Restore problems...

That seems to be an attempt at Option 2 in the tutorial, which requires you to
a. Boot to a command prompt (Did you?)
b. You then seem to be mixing steps 3,4 and 5, thus your command is incorrect.

I suggest Option 1 is easier.

If you still have problems, please repost listing each specific step and saying which option from the tutorial you are using. Thanks.
