Windows 10: all dowloads recieve "virus scan failed" message

hello,I am currently facing the issue of not being able to dowanload any files. I saw there were several locked threads about it, but none of it seems to help.what I have tried so far following answers on locked threads:1. uninstalling my antivirus - I have no antivirus program right now. nothing. also uninstalled mcafee webadvisor. right clicking "start" and choosing "run", then typing windowsdefender://providers shows me the only antivirus i have is "windows antivirus" which i cant uninstall. disabled all of its options and tried again still nothing.2. going to internet options, I made

'Virus scan failed' message

Yes, I use Chrome. I've received several emails with Word doc attachments or google docs attached and I get the message "Failed - Virus scan failed"

I tried to go through the steps described by typing in regedit and going through the steps provided but that didn't solve the problem.

When I try to download anything I keep getting a message , download failed ,scan failed. This has only been recently. Have tried following the right click and doing what it suggests then. Still can't download.Thanks

When I try to download a word document from a person I know, it looks like the document is being downloaded but then a message comes up that says "Failed-Virus scan failed"

How do I change the settings - is it a security setting that needs to be changed?
