Windows 10: All games are capped on 10 fps

After upgrading to windows 10 from windows 7 all of my games are now capped to 10 fps and aren't going any higher where normally I would get 60 fps.Also while playing a game like minecraft or roblox my memory,Cpu,Disk goes 100%

After the latest windows 10 update. All games seem to be capped at 60 fps when before the update I got well over 80 fps. I DO NOT have vsync enabled nor do I have Game DVR enabled. I looked all over online and have received no help. Any suggestions?

Graphics cards are responsible for managing frame rates in terms of gaming and other GPU-intensive tasks. Some graphics cards have settings that caps the FPS, therefore, the best that I could suggest is to check your graphics card's global settings panel
to modify, or even remove the capping. Please refer to your GPU manufacturer's website for further assistance with changing the settings.

Game FPS capped at 60

Assuming you don't have Vsync enabled, and assuming Geforce experience or something has not upped your in game graphic settings, check game mode to ensure you aren't recording in the background.

You aren't talking about FPS while Game DVR (recording in the background) is enabled, right? Note in that scenario , video FPS are default 30, max 60 as "high quality video capture may impact the quality of your game".
