Windows 10: All games cause 100% CPU

Specs:

Processor - IntelR CoreTM i7-4600U CPU @ 2.10GHz 2.70 Ghz

RAM 8GB

Windows 10 Pro version 1909

64 bit OS


I've been running windows 7 on this laptop for quite a while now, and just recently decided to upgrade to windows 10. My friend advised me to do it through this link:

Downloading directly from Microsoft, everything seems to be working fine and I'm enjoy the upgrade except for one thing.


Every time I try to play steam game like Terraria or Rocket League, it runs at less than 3 frames per second even on the main menu. I've had no problem with other high-CPU programs like FL Studio, only games. Looking at the task manager, the performance is definitely coming from the game itself.




I've run system scans for viruses and malicious software, nothing was fixed. I also tried turning off game mode. This was never a problem before windows 10, everything used to run smoothly.

Turning game mode on causes mouse lag

• It was a .net optimization service and windows defender update, which also took up a lot of cpu usage. (I'm guessing that's what caused the mouse to stutter and lag).
• No, the game runs fine, as long as there aren't any compulsory windows updates that decide to run all of a sudden when I've been gaming an hour in.
• Logitech G403. Uninstalled the drivers thinking it was a problem.
• Yeah, especially those that utilise 100% cpu usage.

Just in case, it's a i5 7300HQ.

100% CPU

I bought new gaming laptop yesterday, everything is oki except CPU

it always reached at 100% and 64c degrees, tried with fan built in laptop got 27c degrees but CPU still 100%

i use win 10 64OS

1511 version
