  1. All my USB devices discconect and recconect on their own

All of my USB devices disconnect at the same time then reconnect 1-10 seconds after. It happens most often while i am fast forwarding videos or when i close out my web browser. I have changed my power plan, went into devices and printers and turned off the option that lets it shut down USB devices to save power, I ran SFC, replaced my power supply to a 1000W one, connected my computer to a UPS, reinstalled USB drivers, reinstalled windows, and i replaced my motherboard, I am completely out of ideas and over $1500 in the hole trying to get this fixed.

    :)
