Windows 10: All of my laptop is not used

I have USABLE 11.7 GB of ram. In normal usage like online conference or using the web, the task manager says it reached 75% usage of the ram and I have calculated the ram that every app use, it does not reach 50% of the original memory, which is not what I pay for and the laptop is two weeks old.

Since none of the troubleshooting steps here worked, I'd suggest you do a Clean install.
