Windows 10: All of Windows Applications Like CMD ETC. Say "the specified module could not be found"

I have had this issue for days now and nothing I try to do works since alot of Windows 10 basic functions are not working. Randomly windows decided to do a hard drive check on my computer before start up. After the check windows loaded to a black screen with only CMD opened and a text in it said "Welcome" After it finally got to my desktop my task bar pinned apps are the only thing that works, the windows logo and things like volume and search do not work. In the file explorer the search bar also does not work. When I try to run CMD to do scans that need you to run as a admin it will say the e

“The specified module could not be found” error usually shows on Windows startup and warm up, but it may also pop up when working with various programs or trying to connect to the Internet. Just like the majority of Windows errors,[1] this one might be caused
by a bunch of reasons, starting from virus attack[2] and finishing with corrupted system files.

The most common issues that trigger “The specified module could not be found” alert are:

 missing or corrupted DLL files;

 damaged Windows registry entries;

The last steps include modifications in Windows registry. In order to avoid accidental damage to the Registry or deletion of wrong keys, you should backup registry. Once it’s done, follow these steps to fix “The specified module could not be found” error:

1. Click Windows + R keys and type regedit in the Run box.

2. Open Registry Editor.

3. Find and delete these registry entries:

RegSvr32: The module "C:\Users\PC\AppData..." failed to load. Specified module could not be found.

Hi,

Whenever I restart my computer, I keep getting this error message.

The module "C:\Users\PC\AppData\Local\Obics\MetaDll32.dll" failed to load.

Make sure the binary is stored at the specified path or debut it to check for problems with the binary or dependent .DLL files.

The specified module could not be found

This started when I removed Obics from the Local folder. I've tried using MalwareBytes but nothing seems to come up. I've also tried using AutoRun but MetaDll32.dll is not listed on there.

I also tried using scannow via cmd and it says this:

C:\WINDOWS\system32>sfc /scannow

Beginning system scan. This process will take some time.

Verification 100% complete.

Windows Resource Protection did not find any integrity violations.

System info:

Windows 10 Pro 64-Bit
