Windows 10: All programs except for browsers keep periodically freezing for a few seconds.

This is a very weird problem and I'm not sure how best to explain it. For a few months now, there's been a recurring issue with my PC where almost all programs with the exceptions of browsers and discord will often freeze completely for a few seconds, then continue on with no issues. It doesn't happen constantly, but enough to be a noticeable annoyance, especially when playing games. I have no clue where I would begin to try and solve a problem like this.

Update Freezing Web Browsers

Hi,

There may be some browser components that do not sit well with the new updates installed on your computer. Before we can resolve the error, please answer these questions for us to understand what happens:

• Do you get any error messages when the browsers freeze?
• Are Internet Explorer and Microsoft Edge affected?
• Does the problem occur when you access a specific site?

We suggest you delete the browser history, or completely reset the browsers that are affected.

PC Freezes for 1-2 seconds when launching certain programs

The PC would freeze for a few seconds when I open certain programs the first time after waking the PC from sleep. It would not freeze if I open the program again after the first time, until I sleep the PC again. Programs that would freeze are e.g. MPC, Potplayer, etc.

Tried:
-Clean Windows 10 install, twice
-Newest drivers
-New Monitor, New TV

Internet browsers randomly freeze PC, automatically reboots

This issue began happening a few days ago. I am experiencing a complete system freeze following an automatic reboot. This happens only with internet browsers (tested with Firefox, Chrome, and Edge) being open, typically while loading a webpage or having
more than one tab open, but I am finding no specific pattern to trigger it as freezing occurs within minutes of use up to a few hours.

Ive had some programs become unable to open such as Malwarebytes and Nexus Mod Manager as a freeze happened while loading in a program, a complete reinstall fixes the issue.

Steps I have tried:

• Delete browsing history via Control Panel Internet Options and browsers
• Cleaned PC of dust - hardware temps are also good
• Virus(Eset NOD32) & Malware(Malwarebytes) Scans - no negative results
• msconfig services check - good
• msert.exe microsoft security tool - no negative results
• RAM check - good
• Drivers up to date

Any other ideas?
