Windows 10: All programs suddenly lose functionality in Windows 10 can somewhat still interact with them

Sometimes, mostly when I'm using a web browser, all my software stops responding, although not in a sort of way that's common. I can still move tabs around and press buttons, but all functionality is gone. I can sometimes try to restart Windows Explorer, but it freezes during the process, just like any other program. My Rainmeter skins are frozen, my fan curve software doesn't function anymore, new tabs don't show anything, and everything starts gradually lagging. I get no error messages, no BSoD, nothing. Why did the startup window get cleared?

I didn't missed any step, the list was gone and gone , even after using lot of programs the programs were not listed in that list.
