Windows 10: All USB Devices turn off every 2-4 hours - Then Restart - *Please Help*

This will be a bunch of information since I've cross posted this - still haven't solved the issue.I've seen this error happen to a few others so thought I'd see if anyone has solved this type of issue.I recently built a PC a few days ago, with an i9-13900k and a 4090. motgherboard GIGABYTE Z790 UD. This error just started happening where all my USB devices that are connected with simultaneously turn off, then restart after a few seconds. I have a razer keyboard, mouse, mouse pad, and Logitech headset plugged in.I had a 2080 with a i9-9900k before this with all the same devices that I used and

I don't have any bluetooth devices but windows turned it on!!


Then if they are still on, try some of these steps listed below, Not all of these steps may not apply, but, step #2 and #4 should help. I have all 4 steps on myself.

1 Go to Device manager and DISABLE Bluetooth, Do Not remove!
2 Turn USB suspend off
3 Set Hard Drive or SSD to Never
4 Turn Link State Power Management off
Settings 2 thur 4 can be found in your Power Management Settings.
Then click on "Change settings that are currently unavailable"
Then Reboot your Computer. This does work, may come back if you shut OFF your computer,then turn it back on, if it does, just a reboot will turn it off again.

 

I don't have any bluetooth devices but windows turned it on!!

1. I have no bluetooth devices in devices manager.
2,3,4. they all turned off before.

reboot or shutdown doesn't solved it.
i have USB wireless Mouse/Keyborad. i plug it out and use PS/2 but nothing.
i used DISM to repair image.

i tried everything but its not make any changes and windows still showing Bluetooth turned on.
a few days ago it was not even showing Bluetooth in Action Center but i don't understand what happened, no devices added or changed in my PC, no software Installed or Uninstalled, not a single Settings Changed in Windows or BIOS!!!

Method 1: Windows has a built-in troubleshooter to check and fix issues with Hardware and Devices. I would suggest you to run this troubleshooter to check if the issue
is with your Devices.

Refer these steps:

• 
  Press Windows key +X, select Control panel.
  
• 
  Change the view by option on the top right to Large icons.
  
• 
  Click on troubleshooting and click on the view all option on the left panel.
  
• 
  Run the Hardware and Devices.
  

If the issue persist I suggest you to follow method 2.

Method 2: I suggest you to updating the latest USB devices from the manufacturer's website and check if the issue persists.

Follow the steps to update the USB drivers:

a. Press Windows key + X key and click Device Manager.

b. Expand the USB driver.

c. Right-click on the USB and click on Update driver software.

d. Restart the computer and check.
