Windows 10: Alt Codes Not Working Properly

Hello, Starting about 2 weeks ago, my alt codes have stopped working. I'm using Windows 10, and my laptop has a separate Numpad on the keyboard. For a lot of alt codes, it will now only show a "?" after I inputted it in. For example, if I typed "alt" "0" "2" "2" "8", it will only show a "?". Other times, especially after I inputted a "+" with the alt code, it will show characters, but just not the right one. For example, if I typed "alt" "+" "0" "2" "2" "8" it will show a "Ȩ", where it originally should show an a with an umlaut. Little Alt Code Utility

It does do that, mlee. All buttons have tooltips with the alt code and a description listed in it.

The masculine ordinal number in Spanish, Italian and Portugese? I'm not even sure what it is for ... lol

 

Alt Codes not working properly

Some alt codes seem to have inexplicably (maybe because of a windows update?) stopped working for me on all editors, browsers (including file explorer). I can still view the ones I had used previously and I can copy-paste them.

It's not all codes just the first few alt (1-32 excluding the ones that just add lines). For example, the alt code for Pilcrow (¶) should work with both ALT 20 and ALT 0182. Now just the latter works. I was still able to use the codes
in file names but that seems to be gone now too.

I use the Pilcrow (alt20), Section Symbols(alt21), and Delta(alt30) very often to write notes and this is bugging me a lot. Any solutions or workaround suggestions?

I updated my other laptop to the 1903 update too and the codes are still working correctly there.

No Alt codes working

I've found that no alt codes appear to be working using either left or right alt keys. I tried a few things suggested by an answer to a similar question ( ALT Codes Not Working
) which has made absolutely no difference.

Other than Alt codes the alt buttons both work normally, likewise with the numpad.
