Windows 10: Alt+F4 when update is ready

Blind and visually impaired users do not use the mouse, instead they use the keyboard, including a lot of keyboard shortcuts. One of the best known and oldest is Alt+F4. They use it for closing programs, but more important – also to close Windows itself. As of recently I think the options of Update and Close / Update and restart as disappeared when and update is ready. If this is per design – PLEASE undo this. Or give us the ability to set Alt+F4 back to standard old setting. As a blind or visually impaired user the way to do it unnecessarily complex. I found this: https://answers.mic

i want to change alt+fn+f4 to alt+f4

 

Alt f4 not working

Can't use "alt+f4" shortcut.

When i enter alt+f4, the pop up box says "The item KHATRA.exe that this shortcut refers to has been changed or moved, so this shortcut will no longer work properly"

 

Alt-F4 produces playlists

Every time I use ALT-F4 for a current window it produces "Playlists" for music.

Won't behave as before closing current window.

How do I change back to normal ALT-F4 behavior?

I did attempt to change things from Control Panel\All Control Panel Items\Ease of Access Center but none of the settings have effected ALT-F4.
