Windows 10: Alt + Num for special characters stop working in Notepad Windows 11

My new Windows 11 laptop was delivered last week, and I encountered a strange problem today. I was trying to type a German u-umlaut ü in Notepad, and nothing happened. After trying a few of the obvious things like shrinking and enlarging the window without success, I exited all of my programs and restarted. This worked - - once. I opened Notepad again, typed ALT + 0252, and got the "ü" as desired. I typed ALT + 0252 again, and no result. I tried exiting and reopening Notepad, and again this worked exactly once before I could not do it again. The same is true if I start a new Notepad

Alt + num. pad. NNNN special characters: Does it work in W-10?

You're supposed to be able to get special characters via the ALT + 4 num. pad. digits combination displayed for that character in the charmap utility. In previous versions of Windows, you could. Today W-10 was installed on my computer, and when I tried
to enter one (Latin small letter e with acute accent, used to be ALT + num. pad 0233), all it did was dim my screen!

 

Cannot type ALT+### Codes for Special Characters

This problem has gone one for 3 years. ALT+### codes do not work for most Windows Apps. I have had Windows Support troubleshoot this, with no success. I have had SteelSeries (keyboard manufacturer) troubleshoot this, with no success. The only app I have
that it works with is TED Note. With that, I can create the special character (IE: ALT+168 for ¿) and then copy and paste it to Google Chrome or other Windows apps. ALT+Codes do not work in Chrome, Windows Notepad, Wordpad or Internet Explorer 11. It does
work in Microsoft Edge and Ted Note.

 

Special characters not working with keyboard that do not have Num Lock

I recently got a new laptop and the keyboard doesn't have the NUM LOCK. According to Microsoft, I need to have the NUM LOCK on if I want to use the shortcuts for special characters. For example, I can make the registered trademark by pressing (ALT+0174) ®
but if I try on my laptop, that doesn't have NUM LOCK, nothing will happen.
