Windows 10: Although my Cpu and Gpu are pretty low im still getting bad frames

Im getting pretty bad frames even though my Gpu and Cpu are not getting used at all. When im playing league for example im getting around 120 fps although my Gpu and Cpu usage is only 20 percent, its a little higher in other games but still rarely above 50 percent.Specs:RTX 2060 TiAMD Ryzen 9 3000xCorsair Vengeance RGB PRO 32GB 2x16GB DDR4 3200MHzROG STRIX B450-F GAMINGThanks in advance

Low frames on Gaming PC

Hey

My MSI GE72VR Apache Pro, laptop just started to have Counter Strike: Global Offensive frames drop to around 35. My frames have went from around 250+ to then 60 then to 35 frames. I don't know whats happening getting my computer maintained and dusted helped
a bit it made the frames go from 60 to around 80 for a bit then it dropped down to 35. In Rust I've been getting 11 frames. Most of my games are unplayable at this point. My in game temp is CPU 83 Celsius for games like Rust. and GPU is around 65 Celsius.
I'm pretty sure i'm getting temperature throttled but I don't know what to do. Please help.

 

Why is my frame rate so low but my gpu and cpu utilization is only about 30%.

Using HWiNFO, my gpu utiliztion limit is because of inactive clocks and my cpu utilization limit is because of max turbo limit. I have a 1080 ti, a ROG STRIX Z590-E GAMING WIFI, 32 gigs of ram, and an i7 10700. I noticed low frames on my computer and did a factory reset today and downloaded the best drivers already.

 

I don't know why my PC keeps randomly crashing and or runs really low frames in the beginning every time I start to game on it.

- Which graphics processor brand and model, and which model 11th gen Intel cpu does your machine use ?

(Or, brand and full model number of your pre-built machine) ?

Are the motherboard and gpu drivers all up to date, using drivers provided by the mfg of the motherboard and gpu ?

- Have you monitored the cpu and gpu temperatures ?

How low are the frame rates ? Frame rates below 25fps can lead to bad lag, and potential random crashes,

as fps below 25fps is an indication the machine is working at, or a bit above, it's maximum potential.
