Windows 10: Alway adding language package back even removed

Why does Windows never stop automatically adding a new language package??? When I have English United States, it sometimes automatically adds English Canada, or vice versa. DO NOT ASK ME TO REMOVE IT, because the removal never really works, it ALWAYS adds it back!!! FIX YOUR ISSUE!

You may follow the below steps and check if you are able to remove the Language.

• 
  Press Windows + I keys on the keyboard to open settings menu.
  
• 
  Click on Time and language.
  
• 
  Now select the Region and language.
  
• 
  Click on other language (Pyccknn) and click on
  Options under languages.
  
• 
  Check whether the Language listed under the Keyboards.
  
• 
  If you are able to see select it and click on remove.
  

Else, you may try the below steps and check if it helps.

• 
  Press Windows + X keys on the keyboard, select
  Control panel.
  
• 
  Type Language in the search bar located at the top right corner of the control panel.
  
• 
  Click on Language from the search bar results.
  
• 
  Check whether you are able to see the Language, if you are able to see then select it and click on
  remove.

To remove the Croatian language in Windows 10, we suggest that you follow these steps:

• Open the Settings app, select Time & Language, and click
  Region & Language.
• Under Add a language, select English, and click
  Set as default.
• Select the Croatian language and click Remove.
  
• Close the Settings app, restart the computer, and check if the issue persists.

The extra keyboard layout keep adding to my language bar (with Pics)

The updated Windows 10 may have detected your language, the reason why it automatically gave you the other Thai US keyboard. To correct this issue, we suggest that you follow these steps:

• Click on the Start Menu, type in region and language settings and select it.
• Under Languages, select Thai Kedmanee keyboard and click Remove.
• Lastly, add it back by clicking Add a language.

After these steps, your keyboard layout will permanently stay with Thai Kedmanee keyboard.
