Windows 10: Always Open With This Program Option Goes Away After First Time

Why does the check box with option to open a file with a certain program go away after the first time?I didn't check this box because I didn't want the file opened by a certain program.So I uninstalled that program. Now when I try to open the file I get the prompt for a list of apps but after I choose an app I can never select the option to use that app all the time because the option checkbox is gone.How do I choose a certain app to open a program all the time?

Remove "Other Options" entry from "Open With" program list
