Windows 10: amd athlon always on 100% only in windows

helloi have an relatively old thinkcenter with a amd athlon and want to use it as a server but it is always on 100%. i checked it with ubuntu and there is was almost the complete opposite.pls helpthx

AMD Athlon 4450B 64-bit

Is the AMD Athlon Dual Core 4450B (64-bit) processor included in any of the revised updates? I am still unable to update to KB4056892 without the "freeze" occurring, forcing me to roll back to version 1709 build 16299.125. Is there any specific listing
of AMD processors that are included in the fixes?
