Windows 10: AMD HD 4000 series graphics on Windows 10.

I have an older video card with AMD HD4670 Radeon Graphics. My Windows 7 system has dual 1080P displays. In windows 7 it was necessary to use the “Scaling” option found in the AMD Catalyst Control Center (CCC) to properly size the image on the HDMI display(picture attached). If I update to Windows 10, the CCC and the old driver will be removed by Windows 10 and a new Windows 10 driver will be installed but with no CCC. I would like to take advantage of the free Windows 10 upgrade but I’m not sure if the Windows 10 driver will include this Scaling Option. The Windows 10 driver does not use CCC where scaling was found in Windows 7. The driver is dated Jan 2015 and is version 8.970.100.9001. It looks like AMD provided the driver specifically to support HD 4000 series cards on Windows 10. While AMD provided the driver, my understanding is that it is only available thru Windows Update and is the only driver for AMD HD4000 series Graphics with Windows 10 support. Can anyone tell me if this Windows 10 driver version 8.970.100.9001 supports the scaling feature?

AMD Display Driver 8.970.100.9001 fails to work in Windows 10 after critical actualization of November 2017

Up to now, my ATI Radeon HD 4570 display card ran perfectly in Windows 10. But after the actualization of November 2017, the same display driver 8.970.100.9001 fails to work.

Windows 10 Game DVR requirements met but can't enable

the requirements are

• AMD 7900 series and newer

• Intel HD Graphics 4000 and newer

• NVidia GTX 600 series and newer

GTX not GT And you have 200 series and you need AMD 7900 Series

However, are you sure you HDTV doesn't have an overscan aspect setting? My cheap Westinghouse TV from Target has an overscan aspect setting that makes the 1920 x 1080p resolution from my HD 4650 fill the screen perfectly with the Windows 10 drivers (which doesn't have scaling settings).

 

Thanks NavyLCDR for your comments and for the link. My display does have an aspect control but it only includes Full and Overscan. Scaling normally permits adjusting over about 15% range. I had to use the scaling on Win7 to get a proper fit.
You said you have an HD 4650. Is that AMD Radeon? Is your Westinghouse TV HDMI interface? If so, can you verify that you have driver ver 8.970.100.9001? You can go to the device manager and open Display adapters and right click on “ATI Radeon HD 4600 Series” and the Driver tab. That should open a window like I attached below where you can see what driver ver is installed. If you have driver 8.970.100.9001 you should be able to find something called scaling level as follows:
· RT click on Desktop
· Click on ‘Display Settings’
· At bottom click ‘Advance Display Settings’
· Scroll to bottom and click ‘Advanced Sizing of Text and Other Items’
· In the middle click on hypertext ‘set a custom scaling level’
· Enter a number different that the default (usually 100) and see if it overcans or underscans the image past the screen perimeter.

I'll let you know when I get home tonight. Otherwise I would have to VPN into my network from my phone, then wake on LAN my desktop, then tether my Windows tablet to my phone to remote desktop into the desktop computer . It does sound like something fun to try, but I think I'll just wait until I get home.

Is this for your HP Pavillion laptop? Did you get Win10 via an upgrade? From what OS did you upgrade?
Is this the driver and Engine Control Center that resulted from the upgrade or did you install it after you upgraded to 10?
I ask the above because my understanding from what I've read on this, is that upgrading to win10 with HD4000 series Radeon cards results in the automatic removal of the Control Center app and its driver followed by the installation of the new win10 driver version 8.970.100.9001. This is all done during the upgrade to 10 with no user intervention. The new driver works without the control center app. The new driver replaces the old driver and the app. The new driver is ver 8.970.100.9001 and that is exactly what happened when I updated to Window 10 from 7 just as I read about. The control center app was deleted along with the driver which was replace with the updated Win10 driver I mentioned. According to AMD the only driver they made available for these cards that is Win 10 compatible is ver 8.970.100.9001 and they provided that to Microsoft who installs it upon upgrading and thru windows update. They claim you cant get a Win10 driver from AMD for the 4000 series cards and must get it from Windows update. All prior drivers are supposedly not win10 compatible on 4000, 3000 and 2000 series Radeon. So I guess I'm a little confused as to how you ended up with this driver (don't worry, its not the 1st time I've gotten confused!!).
Anyway thanks for checking into this and if you could answer my questions from above i'd appreciate it.

It's my desktop computer with an AMD Radeon HD 4650 graphics add-on card. From your OP, I thought that your goal was to get the old Catalyst Control Center working so that you could scale the display using overscan to fill your HDTV screen? The link I gave you in post #2 explains how to go back to the last driver available from AMD which then allows you to run the same version Catalyst Control Center that came with it which allows scaling. The updated driver for Windows 10 does not allow it.

I originally wanted to know if the Win10 driver (the one setup will install upon upgrade to 10) would support scaling in the absence of the Catalyst Control Center. I don’t think I need the other features of the CCC other than Scaling. Since you’ve indicated the Win10 driver does not support scaling then yes, I will install CCC per the link you suggested if my monitor doesn’t scale right after the upgrade to 10. Maybe I can squeeze a few more questions here relating to the install of CCC per the link you provided:
1. It seems most everyone is installing the version 13.4 Catalyst Control Center. Is there some reason ver 13.4 is recommended over other versions for example ver 13.9 which one person used in post #16 in that same link?? ATI Radeon HD 4200 driver for 64-bit Windows 10?
2. In the instructions found in post #8 of that link, he instructs to “..browse to the driver directory and select the driver inf file. I tried this just to see what would happen. I tried it on two computers that had CCC ver 13.1 and 13.9. and in both cases the directory had 2 or 3 inf files to choose from. An example follows. Does it matter which INF file is selected?

AMD says version 13.1 was the latest full release of the software suite for HD 4000 series for Windows 8. On that driver download page (for Legacy Devices), they have 13.1 as the stable release and 13.4 as a Beta release. However, on the main page if you click on the Windows 7 links for drivers for HD4000 series it takes you to version 13.9. At the time I just didn't take the time to track down the link and download for version 13.9.

I can't remember which .inf file I selected. After you select the .inf file, the Windows driver installer will take you back to the list of devices that .inf supports. If HD 4670 is listed then you should be good to go.
