Windows 10: Amd Laptop clock speed dropping issue. Kindly help me. Please read my below description first

I have a Amd A8 pro 7150B HP laptop which has base clock speed 1.90 Ghz upto 3.2 Ghz. But whenver i play any game, it drops to 1.2Ghz-1.6Ghz and due to this massive drop in CPU clock speed my game Valorant stutters. I have even checked my GPU and CPU temperatures through msi afterburner they are below 66C. So to fix it i have seen many tutorials and even changed my power plan, updated my drivers through driver booster pro, but the clock speed always remain low. this bios has same version it shows when i try to update bios. though it runs 2.80-2.90 Ghz while i am using it normally. CPU clock speed drops to 0.39ghz when playing any games

When I run any somewhat demanding games my CPU's clock speed drops to 0.39ghz or some insanely low clock speed and my fps fluctuates between like 1 and 140(mostly around 1-30 fps.) But this only happens when my laptop is plugged in, when the laptop is unplugged while running the same games, my fps is capped at 30 no matter what I do.

Slow HDD read and write speeds

• In which device are you facing this issue?
  
• Are you using an external HDD or internal HDD?
  
• Are you getting the read and write speed issue on any particular application?
  

However, you can Disk Defragment on your computer to optimize the drive. To run Disk Defragment please follow the steps from the article

Defragment your Windows 10 PC.

Alternatively, you can check for the read and write speed of the HDD in task manager. Please follow the steps mentioned below to check the read and write speed of the hard drive:

1. Press Ctrl + Shift + Esc key together on the keyboard.
   
2. Click on Performance tab.
   
3. Click on Disk 0.
   
4. You will find the Read speed and
   Write speed at the bottom of the window.

AMD Ryzen 3 3300x - Task Manager not Displaying Correct Clock Speed

I recently built a computer with an AMD Ryzen 3 3300X, and I'm having the problem where in AMD Ryzen Master, the clock speeds fluctuate and boost normally to the respective 3.8 gHz and 4.3 gHz, however in task manager it seems as though the CPU is locked
at 4.0 gHz. I've made sure to reset all settings such that no overclocking of the CPU takes place. I've turned off all overclocking settings in the BIOS and was wondering if this was a windows visual bug or if the clock speed read by windows is actually only
4.0.
