Windows 10: "An error occured while attempting to create the directory: C:\Users\Me\AppData

When installing this error dialogue box appears: "An error occured while attempting to create the directory: C:\Users\Me\AppData "

unable to create the directory "C:\users\tom\appdata\local\temp\*.tmp


trying to install visual studio code and this message pops up immediately.

"Setup was unable to create the directory "C:\users\tom\appdata\local\temp\*.tmp"
error 5 access is denied

I tried taking ownership at appdata point but still no go. Is there some permission or other problem I may be overlooking?
Visual Studio Community installed like a charm.

I can't install .msi (Windows Installer Package) files!!!!!!
