Windows 10: An error occurred while troubleshooting error code -0x80070490

i installed latest updates since i had problem in wifi connectivity but right now both wifi and troubleshooter ran into issues.please help me solve this.

Cryptographic Services is already automatic and i disabled firewall and all antivirus softwares.

BIOS error codes

So I have motherboard with installed small LED screen, which presents BIOS error codes.

Where can I find a list of those errors. And I don't mean beep codes, but the "number" codes.

Ex after installing sound card, the motherboard startup fails with the code 15.

When did the error code appear? During POST? Was it a Windows bluescreen error?
