Windows 10: An update temp file wont remove from the computer. Please help as it's taking up needed...

Hi, I recently updated my computer and now i have a Windows Update Cleanup in the Delete tempoary files bit. It takes up 294MB, i've done removal after removal and it still hasn't moved. Can someone please help me how to remove it safely. I want to remove 9gb of temp files off the on board harddrive disc clean up wont remove it

My temp files are now just under over 800 megs.
I tried some of the suggestions on this site, I could not even get to the app data file, it either was not there at all or I ended up somewhere else and the folder was empty.
Could I get a guide to this file, windows 10 home upgraded from 7.
Ccleaner wont clear it out, disc cleanup won't, it has a lock on it stopping any removal.
I have a 500 gb hard drive but if this file grows all the time I would not like it.

When trying to erase them, is an error generated? I say this because I understood that you cannot eliminate them. Here the steps to eliminate them:

I also apply this option to delete them:

1.- Windows + R >> Run, now type: temp + Enter, select all the files, and press Shift + Delete

2.- Windows + R >> Run, now write:% temp% + Enter, select all the files, and press Shift + Delete

3.- Windows + I >> Settings >> System >> Storage (Click on the option) >> Select the list of temporary folders >> Remove files
