Windows 10: Annotate on screen directly

Does anybody know of an app which lets you draw on the screen directly? Not by taking a screenshot, but something that activates on pressing an hotkey and then lets you draw directly on screen

Screen sketch saving annotations on a transparent background

When I annotate a screen sketch, it looks good on the screen but then when saving as a png, I get the annotations on a transparent background. How come it isn't saving the screenshot?

I can't use the feedback hub on this PC. It has been disabled by corporate policy.

Any other suggestions?

I just did a screenshot of this page, saved it to a png with annotation, and have inserted it below. As you can see the only thing captured is the annotation.
