Does this new build fix broken wifi drivers? If not why not

Anyone experiencing this?
Every time (like more than 6-8 hours or even a day) I decided to switch back from other dual boot Windows, this build took almost 8-10 minutes Windows would let me run any Apps (including task manager, notification, file explorer etc.).

 

My PC got updated from 14396 to Evaluation copy . Build 14931 rs _prerelease 1609-1700. Any information on this release? -
