Windows 10: annoying bug when customizing the hotkey for English input language

Hello everyone, I am encountering a serious bug when I set my hotkey for input language. I am currently using three default language keyboard "Microsoft Pinyin", "English-US", and "Japanese- Microsoft IME", and I set key sequence for switching to those three languages to "Microsoft Pinyin -> Left shift + alt + 2", "English-US -> Left shift + alt + 1 ", and "Japanese- Microsoft IME -> Left shift + alt + 3" from advanced key setting. but the hotkey for English-US will automatically set to none after couple of minutes, but keys for other two languages still works. Windows reverting to wrong input language

My physical keyboard = US English
In the advanced options of the language bar I have disabled all hotkeys for changing language.
In the Region control panel I have set format to English (United States).
I have no clue what's going on but it's very annoying. NOTHING in my settings tells Windows to revert to German keyboard input, yet it does so every time I boot *Sad
